All applicants holding a valid Computerized National Identity Card (CNIC) are eligible to participate.
Margalla Enclave Islamabad is ideally situated in Zone 4, Islamabad, on Jinnah Avenue (formerly Kuri Road).
1. One Application Form can be used for one booking only and no
restriction on number of applications by the applicants.
2. All applicants holding CNIC are eligible to participate.
3. Processing fee of residential plots is non-refundable and
non-adjustable. Payment shall be made through Pay Order / Demand
Draft
in favor of "Margalla Enclave" (NTN # F907422-6).
4. Allotment of plots will be done through a transparent
computerized
ballot.
5. Ballot results will be sent electronically to successful
applicants
on the provided email addresses and uploaded on the DHAI website as
per
JV arrangements. A hard copy of the ballot result will be sent via
courier to the given postal address.
6. Subject to compliance with terms and conditions no. 7, the
intimation
letter will be issued after depositing the chosen lump sum or down
payment of the total sale consideration along with applicable
charges
and government taxes after confirmation of the ballot result.
7. Booking down payment (100% in case of lump sum payment) and (15%
in
case of 1, 2, and 3 years payment plan) must be deposited within 30
days
of the ballot through online payment by Kuickpay, Pay Order and Bank
Draft in favor of "Margalla Enclave" (NTN # F907422-6). Failure to
deposit the booking down payment within 30 days from the ballot will
result in automatic cancellation of the plot booking.
8. In case the successful applicant fails to pay 2 consecutive
installments, his/her allotment will be canceled after issuance of a
notice in this regard, and the deposited amount will be refunded as
per
terms and conditions no. 9.
9. In case of plot cancellation, the deposited amount will be
refunded
after deducting 20% of the total deposited amount within 120 days
from
the date of cancellation. Refunds will be made in PKR (Rupees) only
via
Demand Draft / Pay Order / Crossed Cheque in the name of the
applicant,
at the rate at which the amount was deposited in foreign currency
(if
applicable).
10. Allotment letters will be issued after the payment of the total
sale
consideration and any other dues. Moreover, applicable government
tax
laws shall apply as and when revised.
11. Applicants are bound to abide by all internal bye-laws, rules,
and
policies of CDA.
12. Additional 10% charges on special categories (corner, boulevard,
park-facing, etc.) will be charged from successful applicants. A
maximum
of 15% charges will be applied on multiple-category plots (e.g.,
corner
+ boulevard, park-facing + corner/boulevard).
13. Possession of the plot will be handed over to the applicant for
construction after approval of the building design, as per the
approved
construction bye-laws of CDA.
1. Pricing: The quoted auction prices are exclusive of all applicable DHA charges and government taxes, which shall be payable by the successful bidder in addition to the final bid price.
2. Reserve Price: The Property Reserve Price is based on a 3-Year Payment Plan.
3. Registration Mandatory: All Applicants must register on DHAI's official digital auction platform (the “Platform”) to participate in the Auction.
4. Payment Methods: Online Payments can be made through approved payment gateways (e.g. Kuickpay, etc) or via DHA's Online Member Portal at the official URL provided upon Registration.
5. Eligibility: Applicants holding a valid CNIC / NICOP and Companies having valid incorporation documents from the SECP are eligible to participate. There is no restriction on the number of bids per applicant.
6. Processing Fee: The non-refundable and non-adjustable processing fee of Rs. 20,000/- is mandatory to participate in the bidding process for a single plot. The Processing Fee may also be paid during the auction period.
7. Bid Amount: The Bid Amount of Rs 0.9 Million will be required to be paid in order to bid for the Commercial Plot.
8. Down Payment: 15% of the total price or lump price (including the bid amount premium) shall be deposited within 4 weeks of the auction close. The balance payment shall be made as per the opted plan, if any.
9. Adjustment of Bid Amount: For the successful bidder, the Bid Amount will be adjusted against the Plot price. For unsuccessful bidders, 100% of the Bid Amount will be refunded in Pakistani Rupees (PKR) without any interest within fifteen (15) business days by the Finance Directorate.
10. Default on Down Payment: If the successful bidder fails to pay the Down Payment within the given time period (i.e. 30 Days), the acceptance of the bid shall be cancelled and the deposited Bid Amount will be forfeited.
11. Tie-Breaker Procedure: In the event of two or more bidders submitting an identical winning bid, a tie-breaker round will be initiated exclusively among those bidders. The highest bidder in the round will be declared the winner.
12. Legal Agreement: Without prejudice to these binding terms & conditions, a legal agreement, incorporating further terms, shall be executed between DHAI & the Purchaser upon the deposit of the Down Payment.
13. Intimation Letter: The Intimation Letter will be sent electronically to the email address provided during registration and will be uploaded to the bidder's portal on the DHAI website. This electronic communication shall constitute formal service of notice. A hard copy may be sent via courier for convenience, but failure of courier delivery shall not invalidate the electronic note.
14. Allocation Letter: The Allocation Letter will be issued by the Transfer and Records Directorate after the deposit of the chosen Lump Sum or Down Payment of the total sale consideration along with applicable DHA Charges & Government Taxes. This is contingent upon confirmation by the Finance Directorate and the issuance of the Intimation Letter by the Marketing Directorate.
15. Lump Sum Discount: The full Lump Sum payment must be deposited within 4 weeks of the auction close to avail the discount on the final price.
16. Payment Plan Discount: A discount on the base price will be offered for faster payment plans. The discount will be calculated at a rate of 5% per annum on the 3-year achieved price for any payment plan shortened to a lump sum or a plan of less than 3 years.
17. Compliance with Rules: Applicants must abide by all Bye-Laws, rules, and policies of DHAI in respect of the allotment of the plot, including, but not limited to, the Site Plan, Possession, and Construction.
18. Corner Plot Premium: 10% of the total sale consideration will be additionally charged for Corner Category Properties.
19. Final Allotment Letter (Title Document): The Final Allotment Letter will be issued after payment of the total sale consideration, DHA charges, and applicable Government Taxes. However, additional Advance Tax for Non-Filers / Later Filers is required to be paid before the issuance of the allotment letter or at the time of sale of the plot, whichever is earlier. Government Tax related laws shall be applicable as and when revised.
20. Transfer of Ownership: Sale / Transfer of the plot will be allowed through DHAI's normal transfer procedure after the deposit of all due installments & Government Taxes. Any remaining payment plan obligations shall be transferred to and assumed by the purchaser.
21. Cancellation for Non-Payment: If an applicant fails to pay 2 (two) consecutive installments, his / her allotment shall be cancelled after the issuance of full & final notice without further intimation. The deposited amount shall be refunded after deduction of 20% of the total amount paid (excluding DHA Charges & Government Taxes).
22. Refund on Cancellation: In the case of aforesaid cancellation of a plot, the deposited amount will be refunded after a deduction of 20% of the total deposited amount (excluding DHA Charges & Government Taxes). The refund will be processed within eight weeks from the receipt of the cancellation request. Refunds shall be made in PKR without any interest / markup via Demand Draft / Pay Order / Crossed Cheque in the name of the Applicant, calculated at the exchange rate at which the amount was originally deposited in foreign currency (if applicable).
23. Size Variation: The sale price is based on the standard size of the property. Any variation due to an oversize measurement shall be charged separately at the time of Possession / Site Plan issuance.
24. Possession: Possession will be handed over for construction only after (a) Announcement of possession by Margalla Enclave Management (b) Full payment of all dues, and (c) approval of the building design by the Margalla Enclave Management in compliance with all applicable bye-laws.
25. Late Payment Surcharge: Late payment of installments will incur interest at a rate of the 6-months (KIBOR) plus five percent (5%) per annum. Failure to deposit 2 (two) consecutive installments will invoke Clause 21.
26. Dispute Resolution & Arbitration: Any dispute arising out of or in relation to the application / allotment of the property shall be referred to “Management Committee” of DHAI or any other third person or body as appointed by the Administrator DHAI.
27. Governing Law & Jurisdiction: The Application for the property and its subsequent allotment and transfer shall be governed by the applicable laws of Pakistan and the internal rules, regulation, policies, and procedures of DHAI. The courts of Islamabad shall have exclusive jurisdiction in this regard.
28. Force Majeure: DHAI shall not be liable for any failure or delay in performing its obligations due to events beyond its reasonable control, including but not limited to acts of God, war, terrorism, riots, embargoes, acts of civil or military authorities, fire, floods, accidents, strikes, judicial restraints, or failure of the digital auction platform due to third-party service providers or cyber-attacks.
29. Binding Bid: Bids submitted are final and binding. Once placed, a bid cannot be withdrawn or modified and constitutes a legally binding offer to purchase the property at that price if the bid is successful.
30. Severability: If any provision of these Terms and Conditions is held by a court of competent jurisdiction to be invalid, illegal, or unenforceable, the remaining provisions shall remain in full force and effect.
